Issue Description

When deploying an OP Stack chain with op-deployer/v0.0.13 (for op-contracts/v1.8.0). The deployer incorrectly ties the chain to Optimism's Superchain instead of using the custom Superchain configuration.

According to the release notes of op-deployer/v0.3.0-rc.2 and op-deployer/v0.2.0-rc.2, this bug was fixed for v3.0.0 contracts but not backported to v0.0.13.
