Intermittent “There are ongoing executions on this workflow…” error on dknet server (even for newly created workflows)

On the dknet server, opening a workflow sometimes shows:

“There are ongoing executions on this workflow. Modification of the workflow is currently disabled.”

This happens even for brand-new workflows that have never been run. The issue is non-deterministic and so far only observed on dknet.

@mengw15 Can you do a search or "grep" in the codebase to see where the message is printed and figure out a possibly simple solution?

Chris and I located where that message is printed, but we haven’t identified the root cause yet. So far, the behavior only appears on the dknet server, we can’t reproduce it on the hub or locally.

I wonder if this should be moved to a bug type issue? since we are certain that this is not the expected behavior.
